Level 1 & 2

The purpose of the Functional Skills English Levels 1 & 2 qualification is to prepare the learner for work, study and life. Learners who achieve this qualification will demonstrate the ability to read, write, speak, listen and communicate in English. Learners will be able to apply these skills effectively to a range of purposes in the workplace and in real life situations.

Functional Skills English qualifications are comprised of 3 mandatory assessment components:

  1. Speaking, Listening and Communication – Controlled Assessment
  2. Reading – External Assessment
  3. Writing – External Assessment

For a learner to achieve the qualification and be awarded their certificate, they must obtain a grade of ‘Achieved’ in each assessment.

Writing Reading Speaking, Listening & Communication
‘Writing’ within Functional Skills English qualifications is defined as the independent construction of written language to communicate in specific contexts.

Text can be written on paper or electronically.

‘Reading’ within Functional Skills English qualifications is defined as the independent understanding of written language in specific contexts.

This can be demonstrated through the use of texts on screen or on paper.

‘Speaking, listening and communicating’ within Functional Skills English qualifications is non-written communication, normally conducted face-to-face, and can also include ‘virtual’ communication methods such as telephone or spoken web-based technologies.

The terms ‘speaking, listening and communicating’ are intended to be interpreted in a broad, inclusive way and are not intended to create any unnecessary barriers to students with speech or hearing impairment.

Writing assessment taken under exam conditions; a dictionary is not allowed

(1 hour)

Reading assessment taken under exam conditions; a dictionary is allowed

(1 hour)

SLC assessed under controlled conditions and recorded with the use of audio/visual equipment.
